In 2013, EPIC Companies approached the City of West Fargo regarding their redevelopment vision for downtown West Fargo. Through this process, a P3 agreement was created to provide a structure for the downtown redevelopment.

Under this agreement, the City of West Fargo contributed the financial resources for EPIC Companies to purchase and demolish the existing properties and oversee the construction of Sheyenne Plaza and Pioneer Place. EPIC also financially supported and oversaw the construction of the POW/MIA Plaza, as well as financed the interior design and construction of new buildings.

This agreement also creates a leasing agreement for EPIC to manage and maintain these buildings under the City of West Fargo's ownership for the next 50 years. The total return on the City of West Fargo's investment will be close to $5.3 million.
