13th Avenue Reconstruction
The 13th Avenue reconstruction project is scheduled for 2018. This project will improve 13th Avenue from 17th Street E to 12th Street E by installing a new 4-lane divided concrete roadway, including curb and gutter, sidewalks, multi-use paths, sanitary sewer, water main, storm sewer, traffic signals, landscaping, street lighting and other miscellaneous installations. The City of Fargo will also be reconstructing 13th Avenue from the City of West Fargo border to 45th Street S.
The City of West Fargo project is estimated to cost $7.35 million, which will be funded through special assessments distributed through an improvement district. Details regarding the improvement district and special assessments will be available at a later date.
The total special assessment for a single-family residential property owner with less than 2 acres in the improvement district is estimated to be $4,650*, and a 1 acre commercial or multifamily property is estimated to be $20,000*. This balance can be paid in full, or over a 25-year term with interest.
Property owners may file written protest against the improvements by Dec. 13, 2017. Protests should be sent to: Tina Fisk, City Administrator, 800 Fourth Ave. E., West Fargo, ND 58078. A public hearing has been scheduled for Dec. 18, 2017, during the City Commission meeting (5:30 p.m. call to order). During the hearing, commissioners will review filed protests and receive comments from the public. For information on providing written protests, please review North Dakota Century Code 40-22.
*Estimate only. Final special assessments are calculated at the conclusion of the improvement based on the type of property, property size, funding sources and total construction costs.
Public Involvement and Meetings:
A public information meeting was held Thursday, Nov. 30, with area businesses and residents.
An open house will be held 5-6:30 p.m. Thursday, April 19, 2018 at West Fargo City Hall to review this and other 2018 construction projects. Learn more
